The proposals for the vacant site in Downing Street were turned down by Sandwell Council.
Developer Mahad Mohamed aimed to set up the shisha club, to be called Raaha Lounge, at the premises. The application was for a change of use for the site.
Plans revealed an entrance canopy would be added at the front and also a single-storey extension to side of the site.
Five full-time and two part-time job positions would have been created. Planners refused it citing insufficient parking and a detrimental impact on public health.
