Proposals have been submitted to Dudley Council for a change of use at the former Liberal club, in High Street, which have been backed by officers.
Members of the council's planning committee will decide on the scheme at a meeting on February 24.
Despite the change being recommended for approval, some residents living near to the site have objected to the plan.
People are concerned the pub will cause more noise and nuisance in the area and have an impact on nearby homes.
