People who are campaigning to save the 143-year-old Ivy House in Cannock were angry after county councillors failed to show for a public meeting this week.
County councillor Mark Winnington today said the council had not even been invited.
He added: "We will always listen to local people's views but the matter of what happens on the site is down to the developer and should be taken up with them, not the council."
Councillor Alison Spicer, said: "I will be arranging a public meeting to save Ivy House. All residents will be notified. We were not aware the meeting was on."
