Sculptor Graham Ibbeson will create the 10ft tribute to Cyrille Regis, Brendon Batson and Cunningham, who died in a car crash aged 33.
The monument, called The Celebration, will be unveiled on July 15, 2014, the 25th anniversary of Cunningham's death.
His cousin Claudette Samuel and her daughter Collet Graver said they were proud of how he was being remembered.
Ignoring racist attitudes, the trio lit up English football when they first came together under Ron Atkinson in the 1978/79 season.
The move to honour them is being led by businessman Jim Cadman. The landmark will sit in the heart of a new piazza next to The Public.
Baggies fan council leader Darren Cooper said he was privileged to be involved. Regis and Batson said they were humbled by the idea.
