West Bromwich Albion said they had told Hodgson they wanted him to stay at the club, after guiding the team to its third season in the Premier League.
But Hodgson, whose career has been boosted after taking over the Baggies 15 months ago, was today meeting FA officials in London for talks after being chosen to succeed Fabio Capello.
It is being seen as a huge honour for Midlands football but a blow for West Bromwich Albion, which now faces the hunt for a new manager.
FA chairman David Bernstein said: "Roy is the only manager we have approached and we remain on course to make an appointment within the timescale we set out soon after Fabio Capello's departure.
"Further conversations will now take place with Roy and my Club England colleagues before any further announcements."
Hawthorns chairman Jeremy Peace granted the FA permission to open talks after being telephoned by Mr Bernstein yesterday.
