One of the conditions for Asda to open the 24-hour store in Avon Road, Cannock, was that a community space was created and maintained on the opposite side of the road.
But Cannock Chase Council leader George Adamson and fellow councillor Tony Williams claim Asda has not stuck to its promise and the open space is becoming run down.
Hagley ward councillor Tony Williams said: "At the time conditions were placed on Asda to provide a park and play area on the opposite side of Avon Road, and for Asda to maintain that area.
"It has come to my attention that Asda are still failing to maintain the area in accordance with the conditions. They need to ensure the paths are kept clear, and keep checks on all the equipment to see that it's safe — it's general health and safety concerns."
Councillor Adamson said: "I think they probably do the bare minimum."
But supermarket bosses have hit back at the claim and have offered to meet with councillors to discuss the issue.
Oliver Jones, property communications manager for the supermarket, said: "Asda do maintain land around the store but would be very happy to talk with local councillors if they have any concerns."
The latest fall out comes as a dispute between the two organisations continues over who should keep £500,000 paid by Asda to the council as part of the conditions attached to building its 24-hour store.
The cash was intended for an artificial sports pitch at the old Cannock Stadium, in Pye Green Road. But after the stadium was demolished in 2009, Asda has been trying to claim the cash back.
According to the conditions, the council needed to have spent the money by last May.
Asda's Mr Jones said: "Negotiations are still ongoing with the local authority but we expect the issue to be resolved soon."
