One lift at Mattesley Court in Mossley broke down more than two weeks ago, while the second failed last Saturday.
The scheme houses 48 residents and provider Housing 21 said the lifts may not be fixed until Wednesday.
But it also said that staff were supporting residents by delivering meals and helping with shopping and laundry.
Councillor Kath Phillips, representative for Bloxwich East, said she had been contacted by worried friends and family of people living in the flats.
The scheme in Cresswell Crescent offers independent living for people aged over 55 while providing access to 24-hour care for those who need extra support.
Paul Richards, director of property for Housing 21, apologised for the inconvenience caused to residents.
He said: "Their wellbeing is our prime concern and we would like to assure residents and their families that this matter is receiving our absolute attention."
