Five shots were fired from the silver Toyota Avensis, registration number FE03 JXW, during the 20-second chase through Birmingham during the busy evening rush hour.
Two hit a silver Citroen Saxo with four people inside and one of those bullets smashed through the back windscreen, hitting rear seat passenger Stephon Davidson in the neck. The 19-year-old from Birmingham died in hospital a month later.
Detectives believe people living in the Black Country know the identity of the gunman and have now issued this picture, in the hope that Express & Star readers can provide the vital breakthrough in the hunt for the killer.
The photograph was taken from a CCTV camera on a bus being overtaken by the Avensis during the chase, which happened at around 5.50pm on August 5 last year on the approach to the Monument Road traffic island in Ladywood.
Det Ch Insp Tim Bacon, heading the inquiry, said: "A small group of people know why this extremely reckless and brazen attack occured, who was responsible and what happened to the car. I believe people from the Black Country can make a significant difference to this investigation.
"We are taking the unusual step of releasing footage that some people might find upsetting in the hope that, by putting the face and the vehicle together, the person can be recognised.
"I would urge anybody who knows the identity of this offender or the location of this vehicle to contact us."
