The controversial scheme to demolish a bungalow and build 13 new homes on the site at Bewdley Hill has been recommended for approval by council planning officers next week.
Members of Wyre Forest District Council's planning development control committee will decide on Tuesday whether to allow the scheme.
But people living nearby have submitted 23 letters of objection about the scheme.
Developers Messrs Lovett-Flint & Powell have applied to build the houses and a roadway between Western Way and Summerhill Avenue but the scheme has upset local residents who fear the scheme will see an over-development of the site.
Neighbours claim construction lorries will also "cause traffic chaos" on Bewdley Hill, a main commuter route.
However, the Highways Authority have raised no objections to the scheme subject to conditions. Planning officials have recommended approval subject to the developers agreeing to allocate cash towards schools and recreation space in the area.
