Draft rules have been drawn up by Wyre Forest District Council but before they go into force people are being given their say.
The move follows controversy over licensees and cafe owners based along Bewdley's riverside putting out tables and chairs for customers during the summer.
This has led to a call for strict guidelines on how many can be outside premises without encroaching onto highways and walkways.
Licensees caused an outcry when some people complained and asked for a ban on the continental lifestyle.
Now townfolk are being given the chance to have their say.
Bewdley Town Council members will discuss the report on January 5.
