A scheme to set up a recycling bank on the Dog Lane Car Park at Bewdley has been scrapped because of fears it would encourage illegal parking.
Town councillors claim there are enough bins in the town centre already and say because there is no free parking nearby people will not want to pay to park while they dump rubbish.
They fear that this could also lead to "illegal parking" with people claiming they are visiting the recycling bank to avoid charges.
