Blooms had been planted to make streets more attractive.
Wyre Forest District Council parks staff had nurtured thousands of flowers to plant out in towers, hanging baskets and garden areas.
But vandals have ripped out the displays, throwing plants and soil around the streets.
Four planters had been placed outside the Town Hall, three at the Bullring, one outside T J Hughes and two by Boots and W H Smith.
Each of the planters contained more than 400 beautiful plants.
The cost of replanting the towers is expected to be about £4,000.
Councillor Tracey Onslow said: "It is a shame that the mindless actions of a few have spoilt the enjoyment of many.
"Fortunately, the whole incident was captured on closed circuit television and so this will help us track down the vandals."
She said it was extremely unlikely the authority would be able to buy the same size and species of bedding plants given the time of season.
Residents had called for floral displays to be installed in Blackwell Street. They said in previous years the area had been left out.
