Former British Gas worker Alfonso Sicilia, 47, aimed video cameras through windows of homes to capture images of youngsters.
And he filmed himself molesting a sleeping woman, Wolverhampton Crown Court heard.
The court was told that a raid on his house by police and Department for Work and Pensions officials on a separate matter uncovered the grim images. They showed youngsters enjoying a day out at Tettenhall Pool, on Upper Green, which is popular with families.
Sicilia, of Hordern Grove, Whitmore Reans, admitted voyeurism and other sexual offences after being caught with some 700 child porn images. Judge Robin Onions gave him a community order this afternoon over the crimes.
