The traders in Comberton Hill say they have suffered for two years because of roadworks and a pipelaying project by Severn Trent Water.
Now the introduction of yellow lines and removal of six free short-term car parking spaces outside their shops is a step too far, they say.
Mr Bob Davies, of R A Davies Insurance Consultants, said a nearby car park had been partly out of use for two years because it was being used by contractors.
"We have had to put up with this for two years. Now this new no-parking area is already causing a problem as people try to get spaces on the other side of the road.
"They are causing a danger by cutting up drivers as they cross to the other side.
He believes the yellow lines are part of Worcestershire County Council's plan for a cycle lane. But he said the lane would not be feasible because of the ring road on one side and the railway bridge at the top of the hill.
He is also angry that not enough is being done to promote the offer of a half-hour's free parking at the near- by Comberton Place car park because it is not advertised on pay-and-display boards.
"What I don't understand is why they have taken parking spaces away."
A spokesman from Worcestershire County Council said the work formed part of a wider scheme to promote walking and cycling between Kidderminster Railway Station and the town centre.
