The pet, called Baby, was struck on Thursday and underwent surgery yesterday, when vets had to remove the eye completely.
It's owner Wallace Evans, of Lyndhurst Road, Cannock, has hit out at the people responsible and called for air weapons to be given the same classification as guns and knives.
Mr Evans, aged 54, and his partner Vicky Stevens were shocked to see their pet of two years return to their home with the horrific injuries.
Wallace said: "The cat was in shock and Vicky was very upset. The vets called me that night to tell me she had been shot and the pellet was lodged in her skull."
The couple were forced to wait most of yesterday before hearing Baby had survived.
Mr Evans said: "I'm also extremely angry at the people who did this and I'm worried for other cats in the area."
