Police say residents have been distressed by the problems in Sweetpool Lane, Hagley, in recent months.
They are now appealing for information about a distinctive car believed to belong to the perpetrators.
The Mini Cooper BMW, described as dark with a white roof, white stripes on the bonnet and white mirrors, has been seen in the area when eggs and yoghurt have been thrown at houses.
The driver of the car has also been heard beeping the horn in the early hours of the morning.
Residents on the street have also reported several incidents of windscreen wipers being bent or pulled off their cars.
A For Sale sign has also been ripped out of the ground and destroyed, and milk bottles have also been thrown around in the road.
Police community support officer Steve Hackett said: "Some of these youths are only 14 and are far too young to be out and about at this time of night. Some of their parents do not know they are drinking alcohol and causing problems."
