In recognition of her work, a block of 22 flats off Broad Street in Horsefair, part a 27-home estate, will be called Maureen Aston Court.
Her husband John, who took over her seat following a by-election, said: "She lived and worked in Kidderminster all her life.
"I'm honoured that she will be recognised for her work."
The development is due to be completed by Wyre Forest Community Housing in March.
Mr Aston added: "I would like to thank Ray Brookes, chief executive of The Community Housing Group, councillor Stephen Clee and councillor Fran Oborski who all supported the scheme.
Fiona Law, strategy and marketing manager for Wyre Forest Community Housing said: "We chose Maureen Aston because she was a very valued board member and passionate about social housing.
"It was a fitting tribute to her."
Mrs Aston was vice-chairman of Wyre Forest District Council and Cabinet Member for Housing, Health and Rural Affairs.
She had spent 30 years working for the Wyre Forest Housing Department and was a board member of Wyre Forest Community Housing.
