By law, headteachers can grant up to 10 days' leave from class at their own discretion but Mr Seddon said that he would not be signing any of the consent forms.
Parents who allow their children to be out of class for more than 10 days can face legal action.
Parent Lisa Kellett, from Kidderminster, whose 14-year-old daughter attends the school said: "I think the school will face a lot of problems over this.
"The fact is that if parents go abroad during the holidays it is very expensive.
"For many parents this is the only chance they have to take their children abroad on a family holiday."
One single Kidderminster parent, who wished to remain anonymous, said she could not afford to pay for her child's holiday during term time.
The parent said: "I just can't understand why Mr Seddon won't make all-owances for people like me.
"I work hard serving the community and have saved every penny to send my child on a trip of a lifetime.
"She will miss just 10 days of school. But I can't afford to send her during the summer time. I am sure there are other parents in a similar predicament."
Mr Seddon said: "If I took a holiday during term time there would be uproar. There is no compromise on this issue. There are 190 term days in the year and those 10 days are important.
"Cost of holidays is not an issue because a child's education is much more important. If parents want us to do the best for their children then they will abide by our expectations."
