The results of the nationwide assessment show the service scored top marks for its performance and has maintained progress to achieve improvement across the board since its last assessment in 2005. The Audit Commission examination looked at various factors including how resources were managed and whether the service provided value for money.
Inspectors found the rescue service was performing strongly and improved in all its key areas.
It had also addressed national and local priorities such as road and water safety and had made an increasing and more effective contribution to the wider community through work with young and vulnerable people.
It was also shown to have improved its service through work with partners and local employers and particularly with migrant workers.
Performance in giving value for money was judged as "good and improving".
