The event, on Sunday and Bank Holiday Monday in May, attracted more than 15,000 people to the city's Beacon Park last year.
And other highlights include the historic Court of Arraye, a church service and the annual dog show.
In previous years the traditional procession has snaked its way through the city centre featuring numerous floats.
But Mrs Bacon wants to see a record number of people taking part this year.
"Any bands that would like to come in the procession are most welcome," she said. "We just can't get the bands like we use to.
"And anyone who wants to join in the celebrations and join in with a float, and fancy dress, is also invited.
"I have got my usual ones for the procession that I send out details to every year, but I am looking for new bookings this year.
"It is a tradition and I would like to see more people involved. Individuals, community groups, organisations are all welcome. I know there are more local people that can come."
Mrs Bacon said the programme for this year's Bower Festival had already been put together, and details would be released in time.
She added those who take part in the procession can also bag prizes for the first, second and third float, along with fancy dress.
