South Staffordshire Chamber of Commerce is now set to look at finding a way around the issue.

The council will not fund it on their own, nor can the Chamber, and no replacement is being sought. The 61-year-old has been in town centre management for 10 years, including previous posts in Stafford and Dudley.

Mr Flack said he had "left a legacy" in Cannock, notably drawing up a five-year Clean, Safe and Tidy campaign in 2004 which tackled litter and fly-posting.

He also helped introduce crowd-pulling events such as craft and antique markets, an occasional European Market and last year's Big Brother-style competition.

Mr Flack said the funding issue was the only reason he was leaving and he is to join Birmingham City Council as Harborne village manager.
