Members of Staffordshire County Council's cabinet issued the invitation during a debate on changes to the way "safety" cameras are used in the county.
Clarkson was branded an "irresponsible twit" by Staffordshire road safety campaigners, who claimed he encouraged drivers to speed through the county on the BBC Two show in 2005.
Cabinet member for resources Councillor Mick Clarke said he had also criticised the number of speed cameras on the county's roads. "These cameras are saving lives," he added.
Councillor Clarke said Jeremy Clarkson should take a look at the council report which showed how the number of people killed or seriously injured on the county's roads had been reduced by 50 per cent in three years.
Cabinet member for development Councillor John Wakefield agreed, saying: "He is not a great fan of Staffordshire and he should learn to be."
Councillor Robert Simpson, cabinet member for children and lifelong learning, suggested inviting Clarkson, who once lived near Abbots Bromley, to feature the steps the council had taken to improve road safety on his programme.
