Pete Mason, 62, of Hednesford, is using the image to reflect feelings around HD TV.
He has swapped the title of the show's game You Say We Pay to We Say You Pay on the image.
He said it reflected the fact that the government was saying people needed new digital TVs and people were being left to foot the bill.
The picture is created out of 20,000 stamps.
He has discussed the project with a junior TV researcher from the Channel 4 show Richard & Judy with a view to appearing on screen.
He says: "I am waiting to hear now whether I will be appearing on the show."
Previous projects have included a portrait of David Beckham made out of 13,000 stamps.
