A number of attacks by dogs in Brinton Park and Baxter Gardens have prompted the council to take urgent action.
The controversial move will be discussed for a second time by councillors at Thursday's cabinet scrutiny committee.
Kidderminster has a large dog walking population and a number of attacks have been reported.
Last April two Staffordshire bull terriers were reported loose in Brinton Park, in June an Alsation and Rottweiler were reported to be attacking other dogs and in November parents said they were too scared to walk their children through Baxter Gardens after dogs were being deliberately set on them.
On Christmas Day Lesley Blackford was walking her Jack Russell when it was savagely attacked by a pit bull terrier off its lead. The dog needed 15 stitches.
