PC Nick Hubbard, writing for Police Review, tells of a pair of crooks in Nottinghamshire who are playing the system, writes Peter Rhodes.

One is "on the sick," because of alcoholism and the other claims to be his carer.

They only pay £2 a week in rent and enjoy free taxis. They spend all the rest of their many benefits on booze, fags and food.

Pc Hubbard points out that the UK welfare bill is £115 billion while all the 43 police forces in England cost £14 billion and "what an absolute bargain we are!"

This raises a fundamental question:

Why is Nick Hubbard a Pc and not a chief constable?
