Up to 100 jobs are in the pipeline as an automotive firm looks to build on former playing fields close to the M5 at West Bromwich.
Council chiefs have now agreed to enter into talks with a propoerty developer in a bid to secure the deal for the site off Kelvin Way for an automotive company.
This would be the latest boost to the region's engineering industry after the start of work on a new £500 million Jaguar Land Rover engine plant i54 business park near Wolverhampton.
The developer has refused to name the firm which is interested in the site off Kelvin Way for commercial reasons, but the company has been described by council officers as "a well known business and leading global development partner for the automotive and engine industry" in a report to asset management chief Councillor Mahboob Hussain.
The report states the firm, supplies local dealerships and businesses with products for vehicle maintenance and engine repairs on passengers cars, commercial vehicles and standing engines.
Councillor Hussain said he has not been told who the firm is.
He said: "We are always looking at bring more employment opportunities into the borough, and we are hopeful that when this developer comes back to us in six months time we will be able to move it forward and this company can establish itself in the borough, and create jobs for Sandwell."
