Dundee United have rejected the Baggies' opening offer for the 19-year-old, but Hawthorns officials are expected to continue their pursuit.
They hope to steal a march on other clubs including Old Firm giants Glasgow Rangers and Celtic by sealing a deal for the Scotland under-21 international to join in January.
Allan will be a free agent next summer after rejecting a new deal at Tannadice but, if the Baggies fail to strike a deal now, the player could speak to any club when his contract expires at the end of the season.
But Dundee United would still be due compensation, which could be set by tribunal, because Allan is under the age of 24.
