Shotton featured for the Baggies in the reserve game against Mansfield last week. It has been reported Watford and Leeds had bids rejected for him while he was at Bury.
The promising youngster made four first-team appearances during Bury's promotion campaign last season.
The Stoke-born youngster is most comfortable at centre-half and was part of the Potters' academy before moving on to Bury in 2017, rising through the ranks with the Shakers.
