Planning officers to consider way forward for 80-bed Staffordshire care home scheme

The scheme will involve the demolition of Old Drayton Farmhouse on Stafford Road

Developers Keon Homes have asked whether an environmental impact assessment is needed over plans to demolish an existing farmhouse for an 80-bed private extra care facility.

Following a decision, it is intended that a full planning application will be submitted for the scheme in Penkridge.

The scheme will involve the demolition of Old Drayton Farmhouse on Stafford Road.

The 80-bed care home has been designed as a 2.5-storeys building, with all rooms being en-suite and will contain communal facilities such as lounges, dining areas, kitchenettes, activity rooms, physiotherapy rooms and quiet spaces.

It is proposed to use the existing residential access to the site, off Stafford Road; however, the access will be widened to support the proposals. The site is also planned to contain a 32-space car park, with two disabled bays and an ambulance or delivery bay.

The site is part of the proposed strategic development location in the local plan review by South Staffordshire District Council.

Identified as land north of Penkridge, the review has allocated the land for a minimum of 1,029 dwellings, including a community hub and community park.

The screening report states: “It is our view that the proposed development is not likely to have significant effects on the environment by virtue of factors such as its nature, size or location and consequently does not require an EIA.

“In summary, the site is not located within a sensitive area as defined by the EIA Regulations. As demonstrated, the environmental effects associated with the proposed development are unlikely to be significant and well understood, standard mitigation measures can be adopted.

It is acknowledged that there is the potential for less than significant impacts or changes to affect the environment which will be addressed within supporting technical reports which will be submitted alongside any planning application.”

Planning officers have until 10 April to determine whether the scheme needs a formal environmental assessment.
