Two new storeys to be added to roof of former Dudley town centre toy shop to provide four flats

Council gives permission for extra floors to town centre building

An extra two floors are set to be added to the roof of a former toy and cycle shop in Dudley town centre, to provide four new flats.

The scheme, proposed for Criterion House in King Street, Dudley, has been approved by the council’s planning department.

The building was well known as the Criterion toy and bike shop in the 1970s and 80s.

It is now used as offices for Creative Support, which provides home care and supported living for disabled people.

The scheme will also include a five-storey extension to the rear of the building to provide a lift shaft to enter the new flats.

A rooftop terrace, with wildflower planters and two bird boxes is planned for the development, along with a trellis featuring native climbing plants.

Parking for two cars is included in the plan.

Planning officer Richard Stevenson said the building was not a heritage asset in its own right, but did form part of the conservation area.

Mr Stevenson noted that Criterion House was notably lower than neighbouring buildings, and said the extra two storeys would be in keeping with the surroundings.

However, he said the borough conservation officer did have concerns regarding the side elevations, which needed an improved treatment, and regarding the design of windows and materials.

These concerns had now been largely addressed by the developer, he said.

Mr Stevenson noted that the building was next to a strip club, and opposite a pub.

He recommended that a noise survey should be carried out before work should commence.

Michael Brereton, director of development and regulation, approved the plans subject to a noise survey being carried out and satisfactory mitigation measures put in place for residents of the flats.

He stipulated that work must be completed within three years.
