A disabled motorist screwed up a parking ticket and then threw it at a warden – and has now been slapped with a littering fine.

Steven Jones says he was upset the warden put the parking ticket straight into his hand, rather than on to his car.

And, in the following dispute, he confesses: "I screwed up the ticket and threw it back in his face.

"He had slapped it into my hand. He then said 'I'm doing you for litter as well' – and now I have received a fine for littering."

"I'll pay my £50 for illegal parking next week – but I won't pay the littering ticket."

Grandfather Mr Jones suffers with rheumatoid arthritis and diabetes.

He said the incident had taken place after he left his VW Polo in a white space, away from the 'pay and display' area of the Manor Park car park, off Market Street and behind Cool Trader, in Kingswinford, while he went to the building society.

The 57-year-old, of Marley Road, Kingswinford, claims there was no sign saying he should not park there and had not displayed his disabled parking badge.

Councillor Tracy Wood, cabinet member for environment and culture on Dudley Council, said: "We issued Mr Jones with a £50 fixed penalty notice for littering after he was seen throwing the parking ticket.

"Littering in Dudley is an offence, without exception, and we work hard to try to keep the borough tidy."

Mr Jones said he had made a complaint to Dudley Council.
