Police will not say where it is in case of vandalism after 17 were attacked in the last year. They fear cameras may be rendered inoperable, raising the risk of casualties at blackspots.
The Express & Star made a Freedom of Information Act request to police asking for details of the 10 cameras recording the highest number of speeders last year.
They refused to say where they are other than that three are in Sandwell, four in the Birmingham West and Central area policing unit with one each also in Solihull, Coventry and Birmingham east policing units.
In 2009 one camera caught 9,451 drivers with 6,170 'conditional offers' paid - meaning it made at least £370,000 in fines, which are £60 or more if motorists lose at court.
The second highest listing 2,541 with 1,359 conditional offers paid as a result.
West Midlands Police said measures helping cut offences were welcome, particularly as there was a considerable reduction in fatal and serious injury accidents over three years in camera areas.
The West Midlands Road Safety Partnership Board, overseeing 300 fixed, red light and mobile speed cameras are considering scrapping them after the government cut £38m off the £95m a year national budget.
