Policies could ensure 'attractive' housing amid Dudley HMO row

New policies could be created in a borough to ensure more housing developments are "high-quality" and "attractive" amid a row over a proposed home of multiple occupancy.

Dudley Council's regeneration boss Simon Phipps said the authority would consider changes when asked about the proposed five-bedroom HMO near the town centre, which has divided opinion.

There has been a rise in the number of properties converted into HMOs in towns and cities over recent years, sparking concerns over living conditions and the sorts of characters who might end up living there.

Although not commenting specifically on the application for The Parade, which is due to go before the planning committee this week, Councillor Phipps said bosses were determined to ensure new housing developments were suitable for their surroundings.

Council officers have said there is "no demonstrable harm" from the proposal.

But there has been opposition from West Midlands Police and neighbours due to fears of increased crime, parking issues, noise and loss of privacy.

Councillor Phipps said: "The intensification of the residential use does not in itself require planning permission and the committee is limited to only considering the merits of the proposed extensions.

"However, the council remains committed to ensuring a high-quality and well balanced mix of housing is available for the borough’s residents.

"Where we can, we will always look to make sure that housing is suitable for its location and surroundings, and over the next few years develop our policies and processes to encourage many more high quality, and attractive housing developments across the borough."

West Midlands Police objected to the proposed HMO saying it was already a high crime area and the HMO would result in more demand on their resources.

Despite some concern locally, other neighbours welcomed the investment, adding it was unfair to assume people moving in would be undesirable.
