Walsall Council planners are considering an application to demolish the Wheel Inn building on Lindon Road and the erection of a block containing one and two-bedroom apartments.
Owner Sukhjit Khera said the development would provide a boost for the area, with the pub having been closed for over 10 years.
He added there were six other pubs in the area within a one mile radius for locals to go to.
Plans to create apartments on the site have been put forward previously but Mr Khera was told in 2017 that the space had been earmarked as showman’s land and he was advised to sell it.
However, due to a lack of interest, this hasn’t materialised and a new application for residential use has been put forward.
In the application, planning agent Master Design Studio said: “The proposed will result in the redevelopment of the public house and the rear car park and garden area.
“The Wheel Inn ceased trading prior it was bought by our client five years ago, and now will not make any impact on the local residents, instead the new proposed development will lift up the area by replacing existing building.
“Within one mile radius there are six existing pubs in the area, which provide the same and better atmosphere for the users.
“We were advised to use the land as show man’s land or alternatively to sell the land, which my client took on board.
“(He) put the land on sale with a private estate agent and also advertised on the show man’s website as advised by the planning officer.
“The site was marketed over a year at very reasonable price but there has been no interest except a few asked if the site can be developed into residential.”
If approved, 14 one-bedroom and three two-bedroom apartments will be created in a new three-storey building.
