The unusual journey was captured on video after the taxi driver picked up the passengers in Alumwell Road in Pelsall.

Both passengers can be seen holding on to the ladder through the car windows, with one passenger sat in the front and the other directly behind.

Walsall Council has since responded to the footage, saying the safety of road users is of the "highest priority".

They added that community protection officers will be considering what action to take.

A spokesman for the authority said: "The safety of passengers and other road users is of the highest priority to Walsall Council.

"All licensed private hire drivers undergo a practical driving assessment and training course before their licence is granted.

"Community protection officers will be speaking to the proprietor and driver of this vehicle about the matter before considering what action to take.

"We would ask the person who took this video to contact the community protection team on 01922 653060 or email communityprotection@walsall.gov.uk and also members of the public who witness any behaviour of concern to contact us in the same manner."
