Harjit Singh has applied to Sandwell Council for change of use to convert the ground floor of his house in Waterloo Road, Smethwick, into a tailor's shop, with extensions to the front and rear of the premises.
He also wants to install a new shop front as part of the development.
A report to planners said that the business had been operating from the house for at least a year, with no complaints from residents.
The rear extension would create new living space to replace that lost to make way for the commercial area at the front of the house.
The scheme will now go before Sandwell's planning department.
