The comments from John Spellar, the Labour candidate in the Warley constituency, comes the day after hospital chiefs confirmed the opening of the Midland Met Hospital in Smethwick has been put back.

The £350 million facility was due to open in October 2018 but has now been delayed until Spring 2019.

Mr Spellar said: "This delay to a crucial health project I campaigned for is extremely disappointing to say the least and the local community and hospital staff will feel let-down .

"I will be demanding an urgent meeting with hospital bosses to get answers as to the nature of the problem and who is responsible.

"Whether responsibility lies with the NHS, the Trust, Carillion or the electrical designer the public need clear answers and heads must roll.

"If the cause lies with any of the contractors they should be barred from bidding for any future NHS Contracts until they have demonstrated they are up to the job “
