The club agreed a fee of around £1m for the Norway international, who held talks with chief executive Jez Moxey in Wolverhampton on Tuesday.
But discussions broke up without agreement and the 25-year-old travelled to Germany, where the Bundesliga club are expected to confirm his signing after the centre-back was given a few days’ leave to sort out his future.
Solbakken believes the former Rosenborg stopper was swayed by the incentives on offer elsewhere.
Talking of Eintracht Frankfurt, Solbakken said: “Wages are a little bit higher there but also the bonuses are higher. Perhaps the bonus system there was the difference.
“I think we were pretty close to that one but he had a lot of offers. We worked hard to try to get him but we wouldn’t do it at all costs.
“It’s no secret we spoke to him, but for one reason or another he’ll go somewhere else. I haven’t spoken to him for a while, but he should think it over because he knows what he can get.
“But as far as coming here, I don’t think the conversation went to plan.”
Solbakken stressed anyone coming in must offer something different or better than what Wolves have.
“We move on but I don’t want to bring in players who can’t give us something extra – either now or in the future,” he said. “So we won’t bring in players for the sake of it.”
But the Norwegian stressed incoming transfers could depend on players going. With 26 players in Ireland and a similar number at Compton, Solbakken is keen to create a more manageable squad and trim the wage bill.
“We’re working continually and it also depends on which players will be leaving,” he said.
