It's understood the first offer the Baggies made for the winger was £3.5m up front with add-ons for appearances making it up to a potential £4m.

Although Rangers are willing to sell the 25-year-old this summer, negotiations are still ongoing.

It's understood Phillips is keen to move to The Hawthorns and get back into the Premier League, and the Baggies are willing to meet or improve his current salary of £25,000 a week.

The winger has been a long-term target for head coach Tony Pulis but Albion are still keeping their options open.

If QPR or Phillips ask for too much money they may turn their attention elsewhere.

However, it's unlikely the London club will want more than £5m because Phillips' former team Blackpool get a percentage of any fee over that amount.

And it's understood that Rangers are eager to off-load one of their highest earning players as they adjust to life in the Championship.

The Baggies may be chivvied along into completing a deal for Phillips after suffering a blow in their chase for Andros Townsend.

Crystal Palace have triggered the Newcastle winger's release clause and are now closing in on a deal believed to be in the region of £13m.

This comes after top target Nathan Redmond was sold to Southampton for £10m.
