Shadrack Smith, of New Road, Featherstone, was caught on camera and confronted by a member of Walsall Council's clean and green services in Sutton Road.

On a second occasion, he was filmed as part of a covert filming operation at Bridle Lane.

Smith pleaded guilty to two charges of depositing waste without an environmental permit in June and October last year at Walsall Magistrates Court.

He was fined £1,000 and ordered to pay £1,443.64 costs, with a £60 victim surcharge.

Speaking after the hearing, Walsall Council's deputy leader Adrian Andrew said: "This was blatantly criminal activity and showed a total disregard for the law abiding residents of Walsall.

"This type of behaviour cannot be allowed to go unaddressed and I am very pleased that Walsall Magistrates recognised that this individual actually had to drive past a household waste and recycling centre in order to fly-tip, it beggars belief.

"Whether the individuals live in Walsall or not we will not tolerate our environment being abused and we are coming after those who do."
