Mike Heenan faced allegations he failed to disclose he was company secretary for Ise Estates Ltd, Ise Trading Ltd and Greatrex Ltd, in supposed breach of council rules.

The Crown Prosecution Service confirmed last year no criminal charges would be brought against the ex-leader but now the council's own standards committee has declared there was no breach of the authority's code of conduct and no further action would be taken.

Despite no apparent wrong-doing Mr Heenan issued a public apology for not disclosing interests and stepped down in January 2015 without standing for re-election later that year

After the latest development a council spokesman said: "The chairman of the Standards Committee, the Independent Person and the Council's Monitoring Officer, have decided that there is no need for a formal investigation to take place.

"A letter has been sent to Mr Heenan informing him of the decision not to have a formal investigation stating there was no evidence of any breaches of the 'code' in relation to the dealings between the council and the companies concerned."
