Staffordshire County Council's full budget – which includes the increase in tax – was approved by the authority yesterday.

It incorporates a 'social care precept' of two per cent – income which can only be spent on adult social care.

Deputy leader Ian Parry said: "These are difficult times but it is our job as a council to work within our means and try our hardest to deliver benefits for residents and businesses across the whole county."
