David Oakley hugged and kissed the 16-year-old victim on two occasions as she walked towards Pipers Row after agreeing to give him a cigarette when he stopped her in the street, Wolverhampton Crown Court heard.

The 33-year-old with no previous convictions also made sexual comments to the girl as she approached the city's bus station where she alerted a Police Community Support Officer after the defendant had walked away following the incidents on May 13 2013, explained prosecutor Mr Geoffrey Dann.

Oakley from Evans Street, Whitmore Reans was subsequently found to be unfit to plead by psychiatrists and on May 20 last year a jury found him guilty of doing the act.

Judge Robin Onions told the court: "The defendant has mild learning difficulties and suffers from significant impairment of behaviour. The offences are upsetting and this man represents an unknown risk to female members of the public."

He made a hospital order that Oakley be detained under treatment in a low security unit until he is deemed fit for release.
