My information is the Wolverhampton council scheme is a complete disaster area as people who are entitled to Council Tax Benefit are being billed the full amount,despite getting full relief for years and with no change in circumstance, other than the change from Incapacity Benefit to the ESA, (same money) causing great distress to thousands: is it a punt by the council to see who will or will not appeal, hopefully saving enough money to pay for a few thousand more ipads! I wouldn't put it past them; Come on E+S, ask the questions, publish and be dammed!
