Dudley Council rations bin bags

Binmen will refuse to take more than three black bin bags of rubbish from each home in Dudley under cost cutting plans revealed today.
There have been no restrictions on the number of bags collected until now. Bosses say the limit is being imposed to encourage recycling which has fallen in Dudley over the last financial year.
Meanwhile a batch of sacks will be delivered once a year instead of one every week to help the cash-strapped authority save money.
Shadow cabinet member for the environment, councillor Zafar Islam, today said he had some concerns about the scheme but said it was important for residents to recycle more.
He said: “There are large families in Dudley so a one-size fits all approach may not work.
“But if three bags are reasonably used along with the recycling scheme being introduced it may be a move in the right direction as we do need to be prudent with money and think about the environment.”
The Express & Star previously reported reducing delivery of the sacks would offset a planned Government charge in the disposal of waste, set to cost the council £1.2m.
A trial of plastic and cardboard recycling to pilot areas in the borough also starts this month.
Cabinet member for environment and culture, Councillor David Stanley, said: “I believe these changes will offer more convenience to residents and encourage more recycling of cans, glass and paper.
“It is important that we collectively take responsibility for proactively reducing household waste for the long term benefit of all.”
Over the coming weeks, a roll of 26 bin bags including an information leaflet within the first six bags, will be delivered to each household which will last for six months. In early December, a further roll of 52 bin bags will be delivered which will last for 12 months..

WTF i have a large family ,am i suppost to put only 3 out and someone living on there own can put 3 out , how is that fair or right? get a grip dudley council!

Every one who has uncollected rubbish bags should take them to the town hall and leave then in reception.

Totally agree with getting people to recycle more, but this is a bit back to front, from a logical point of view.
The council need to issue the “trial” as a working alternative to all homes before they introduce this new rule. Otherwise I fear fly-tipping will increase.
Sometimes Dudley Council really don’t think things through, I wonder who employs the numpties at times.

would the eejit that thought this up guarantee
the bin bags are delivered to the tenants and not as at present stuffed through the nearest convenient downpipe/handrail/gatepost etc.
If we must really save money, and it is us not DMBC that pays,send Linda Saunders to her new post in London on National Express and dont replace her or replace her with an elected councillor answerable to us.With that savings and get rid of a few other career civil servants on inflated costs we could all have our own garbage collection vehicle and unlimited bin bags.

If Dudley Council wish to cut costs, instead of hitting their employers again with cutbacks, take a look at their employees and the waste there. Cut back on excessive management.
Why does Dudley need a “Shadow cabinet member for the environment” what on earch do you need a councillor for that for? Councils are not there to have massive levels of titles, Councillors are there to work for the people.

Most people throw the bags in piles round the the streets usually the night before collection,how do you know what bag comes from what house? Surely the binmen will not be expected go to each house individually thus taking much more time and costing a lot more money!

Wouldn’t it be more helpful to the local householders if the council also improved the items that it recycles, my in laws, who live near Lichfield, are able to recycle far more than just glass, cans and plastic, they also can do cardboard and plastic, plus they have a brown bin for household waste. How about encouraging compost bins, with a buy back scheme so the compost can be used by the councils on the flower beds it maintains, or sold to local people who want it. Most of us want to recycle but are frustrated by the lack of things that we can put out for the recycling team.

HELLO! What is this – council rations binbags!!Surely 3 binbags in one week is more than enough for any family! Hopefully it will make more people think about what they’re buying only to then throw it away. The number of times the binmen have either forgotten to leave a binbag or just run out of them by the time they get to my street I for one will be glad to get a whole year’s supply in one go. Maybe one of these days Dudley Council will provide us with wheelie bins for the regular household waste and will extend the recycling scheme for plastic and cardboard but this will do for now. At least it’s not like Sandwell where their binmen go on strike if you look at them the wrong way!

An excellent idea.
I doubt, however, it will change the selfish behaviour of those families and individuals who don’t recycle, and create a mountain of waste that those of who do recycle have to pay to dispose of.

We cannot recycle plastic.
We cannot recycle cardboard.
Three bags is enough for my family as we CAN compost we DO recycle cans etc but we have the space.
I can see people “fly tipping” bin bags onto nearby peoples doorsteps in the night with this idea.
It might encourage people if Dudley supplied recycling bags (clear ones) like Cardiff council do . People currently have to supply their own. If they want recycling to go up then they need to think of these things. Sure it’ll cost more but if they want to cut the amount in landfill and make more money fromt he sorted recycled stuff then they need to help people out.
Carrot or stick ? I just see stick right now.

That’s a coincidence; as a cost cutting exercise I’ve decided that if the council don’t collect my rubbish (as I currently pay them to do) then I’ll not pay my Council Tax!

THREE BAGS! Here in Canada we are allowed ONE MAX. As a family of five we only half fill a bag each week. And that takes minimal effort. Come on England get Green,

I live in Wolves and as a family of 3 (2 Adults 1 baby) we only fill around 1 bin bag per week and recycle the rest. We have a wheely bin instead of the bag collection issue but we dont put our bin out weekly as there isnt any point.
Come on Dudley, think about what you are doing if the council are offering recycling facilites.

in my street like so many others people buy bin bags for them self and tend to put out more than three but! they are not full to bursting and do not spill into the road, if forced to use only three bags People will simply over fill them, that will then burst on to the road and as most put the bags in one spot every one will think its some one else rubbish on the road so no one will clean it up and yes we all do recycle as well as taking rubbish to the tip

We recycle all we can now, paper, tins, glass and have compost bins. What about plastic’s, neighbours already pile their bags at the front of my house on the way out and when i put mine out there may already be 10 bags in place, will i be left with a mountain of rubbish that is nothing to do with me.The binmen (refuse collectors) already leave other people’s carboard boxes outside my house for the kids to rip up and throw around the street. Then the street cleaners come and leave them as well.

Will all residents put their bin bags outside their own property so that the bin men know that each household has only put out up to three bags, and will they begin to pick up any rubbish that they drop out of peoples bags or leave it in the streets as they do now. You will have people putting bags out late at night in front of other peoples property or fly tipping where they like who will pick up these bags.

What is seriously needed is a policy that will work not a knee-jerk reaction to cost cutting measures consider the following :-
* Large familes will struggle with this compared with 2 adults or 1 adult in a property
* There will be fly tipping
* People will move bin bags late at night to outside other properties
Do the council plan to send to each home 52 bin bags then that’s it.?
Will the council ensure that collections are weekly and never missed.?
Have they considered looking at more feasible options to encourage re-cycling as they have already in Sandwell, everything is recycled in large green wheelie bins – that would be a start as plastics etc are collected
Think again Dudley council – this is not a workable solution for the larger family.
Back to the drawing board please.!!

I live under the south staffs council and we get ordinary household waste collections once a fortnight (not once a week so think yourselves lucky).
We dont have an issue with black bin bags as we are provided with a black bin instead however I doubt whether this holds three bin bags worth of rubbish.
On the plus side though for the larger families, south staffs provides a larger bin and sometimes 2.
We also recycle a lot more than dudley.
We are currently recycling plastics, paper & cardboard, tins and glass, for which we are also provided bins/boxes and again are collected fortnightly.
The boxes sometimes aren’t big enough however thus far the council have been happy to collect surplus recycling as long as it is bagged within the recycling categories.
I used to live under dudley council and to be honest the best move I made was to move to a more forward thinking council.
Perhaps dudley should take a leaf out of south staffs book.

does this mean we will be having big wheelie bins then as people with big families use more than 3 bags a week, if not then the council had better pay for taxi’s the people who dont drive to take the rest of there rubbish to the tip

Can someone tell me how delivering the bin bags in one go, as Apposed, to delivering one every weeks, WHEN THE BIN MEN ARE THERE ANYWAY, is saving money?
Dudley council have lagged a long way behind many other councils in the recycling stakes anyway, most councils have allowed cardboard and plastic bottles to be re-cycled for long time.
The Shadow environment minister or whatever is not doing a very good job is he.

Won’t be long now to Dudley Council removing the binmen’s bonus as part of the pay and grading work that is ongoing.
There will be strike action after that as sure as night follows day, and the Council will have to hire private waste collection firms, how much will that cost in ralation to 2 deliveries a year of black plastic bags?

Ha! I live in Sandwell and we don’t get ANY bin bags. We have to buy our own. They come when they feel like it and any spillages are left behind. The Dudley residents pay less council tax too!
