Charges to use rubbish tips could be on the way
Thursday 22nd July 2010, 11:30AM BST.
Residents across Staffordshire could be charged a fee for dumping and recycling their rubbish at county tips under drastic plans to ease the budget.
All 14 of the region’s household waste and recycling centres are “subject to review” and the county council cabinet member in charge has now said some sites could even be closed.
The recycling centres include Burntwood, Cannock, Rugeley, Lichfield, Stafford, Stone, Wombourne and Bilbrook.
Councillor Robert Marshall, leader for regeneration and infrastructure, said today: “Charging for the centres is not a pleasant option – but it is a distinct possibility.”
Proposals to be set out by Councillor Marshall include installing number plate recognition cameras at the centres to hone in on those who “abuse the privilege” by using them too often.
“Absolutely anything is possible, nothing can be ruled out” he said.
It comes after proposals to close the Burntwood tip, saving £100,000, were postponed following protests.
Councillor Marshall and fellow Cabinet members yesterday overruled a decision made by a scrutiny committee for an independent policy advisory group to be set up to examine the closure.
But Councillor Marshall will now work with officers to review his own decision and discuss the new raft of cost-cutting measures.

great news for flytippers now they have an excuse….as if our country lanes aint in enough mess. i think councils need to look a bit closer to home. if they need to save so much money just cut down on the sick days.

It really depends on the level of charges, if they are ridiculous then I agree with Shaun, fly tipping will increase sevenfold.

So how much is all this number plate recognition stuff going to cost then? How is it going to be funded?
So the council tax payer now has to pay TWICE in effect to use the facility… CT payment AND a fee to use what they have already paid for? What about the funds generated by the facility in scrap recovery…. what happens to them?

Councillor Marshall has obviously lost the plot. Glad he’s not mine. Who do they think they are coming up with such outrageous ideas. I agree, start looking closer at your own staff and cut costs in-house such as the sick day allowances council works get before you start charging us more. Shouldn’t our increasing council tax cover this.
Maybe less signs telling us Staffordshire is a creative county !! Not very creative this time Councillor Marshall.

Councillor Marshall and fellow Cabinet members should be looking at how much it will cost to clean the mess up when people start fly tipping. I use the Burntwood recycling centre which is very close to Chasewater if they close it or even start charging people to use the recycling centre the they will just start dumping more rubbish over Chasewater.

Councillor Robert Marshall, leader for regeneration and infrastructure.
How many of your Council Tax payers have asked you to introduce this charge?
Just remember YOU actually work for the people that put YOU in ”power” NOT the other way round.
Anyone with half a brain knows it will cost a lot more to clean up the mess fly tipper make than any additional revenue you generate.
So get your ”crown” off and start working for the people that elected you instead of dreaming up new ways of screwing them.

So we pay for waste collection where we are expected to sort our own waste and recycle.
We are now expected to pay to take our waste to the tip where most of it will be recycled.
The Council gets paid for recycled materials and expects us to pay for the privelige?
No wonder people fly tip and then we have to pay for the clear up operations and cost of investigations!
There is something drastically wrong with the logic and fairness of this system.

Living in South Staffordshire for me means that a charge in Bilbrook will result in me driving to the Shaw Road centre instead. They are pretty much equidistant for me.
What will annoy me is that my council tax will be paying to clean up the mess less responsible people will make in my local area.

I already pay to use these tips, even though I very rarely use them. Its called the council tax.
Dare I assume the council will reduce my overall council tax bill if they are going to charge per visit ?

Green flag for fly tippers everywhere, pay to get rid of your rubbish, it will just cause more fly tipping, life is already costly enough. Another great idea well done

This is a crazy idea, people will just dump their rubbish anywhere if they have to pay to use the tip.The cost of cleaning up after flytippers will go through the roof, save money but cutting out the red tape.People pay high amounts of council tax for this service and should not have to pay twice over!

Can’t beleive they’re being critical of using a tip ‘too much’!!!!! Everytime I go to the tip, there’s just a bunch of workers – up to 10, just standing there drinking tea.

Having paid our council tax, we then sort out the various piles of waste material and put it in the coreect bin. Many items taken to the re-cyling centre are recycled for cash. We , the council tax payer carry out this regular task free of charge, just to help to keep the environment clean.
During this period of changing over and doing part of the councils work, the cleaning of the streets, once carried out by council services, was disbanded and now,if you want the gutters and footpaths clear of rubbish/ leaves outside your property the council tax payer carries out unpaid work for the council.
One often wonders which part of the human body the councillors speak from, certainly not the top half.
Even if we handed over our pay packets unopened to the council, they would still create a debt and ask us for more.
Councils have dug the big hole they are in, so let the council fill it in with their money, not ours.
