Builder fined in dispute on work

A builder from Oldbury failed to complete a job to legal standards following a dispute over pay with a customer, a court heard.
Oldbury-based Dhesi Builder Limited was ordered to pay more than £3,000 in fines and court costs after the firm admitted four counts of contravening building regulations while building an extension on a home in Smethwick.
Director Harvinder Singh Dhesi, of Basons Lane in Oldbury, refused to carry out any more work to finish the extension at the property in Devonshire Road leaving the kitchen without adequate ventilation, while flashing and fixing on roof tiles were unfinished causing a leak, and roof insulation and guttering were also incomplete.
Magistrates were told the builder had downed tools after the customer, Mr Panesar, failed to pay for extra costs.
The court heard Dhesi, who appeared West Bromwich magistrates, had agreed with the customer and Sandwell Council to complete the unfinished work.
Mrs Julia Lynch, prosecuting on behalf of Sandwell Council, said Dhesi Builder Ltd had agreed to carry out a £15,000 extension.
She added: “Upon inspection it was noted that the work was generally untidy and partially unfinished and that there were a number of items of work that actually contravened the building regulations.”
Mrs Lorraine Busby-McVey, defending, said
“He accepts the works were incomplete for the extension but he feels there is some mitigation.”
Magistrates fined Dhesi £500 per charge, making a total of £2,000, plus £1,500 in court costs.
