The 19-year-old is due to join the Sky Blues on an emergency 93-day loan, but after agreement was reached between the player and clubs last Tuesday, Wolves heard nothing more.
The delay may have been because the Championship club wanted to maximise the three months that they are allowed to keep the Wales international as they have three fit strikers already.
Sky Blues boss Chris Coleman said: “It has dragged on a bit, but I’ve spoken to Sam and the chairman has spoken to Wolves and we think by next week Sam will be with us until at least January.”
Wolves chief executive Jez Moxey added: “It was agreed and we started the paperwork, but no-one at Coventry was able to complete the deal.”
Boss Mick McCarthy is now looking at Vokes getting games with Coventry, while Iwelumo is set for his comeback in the reserves’ home clash against Chelsea at Telford on Tuesday (7pm).
“Sam needs to go out and get matches,” said McCarthy. “By doing that, he’ll develop.”
