Mick McCarthy’s men face an additional trip to Old Trafford to face the reigning Premier League champions, while the Baggies go to the Emirates Stadium to face the two-time winners.
Villa welcome the high-flying Championship side, handing Bluebirds trio Peter Enckelman, Riccardo Scimeca and Peter Whittingham a trip to their former club.
Birmingham face an all-Premier League tie against their former manager Steve Bruce at Sunderland.
Ties will be played week commencing September 20.
