Flats approval rests on open space cash

A scheme to demolish a four-bedroom bungalow in Chase Terrace and replace it with two apartment blocks is set to get approval from Lichfield district councillors.

The district council’s planning committee is being recommended to give the go-ahead on Tuesday for St Cuthbert Homes Ltd’s plans for eight one and two-bedroom apartments in two blocks at 58B High Street. Permission would be subject to the company entering into a Section 106 agreement to provide contributions of £4,000 for open space and recreation facilities.

Letters of objection have been received from four neighbours concerned about loss of outlook and light and the detrimental impact on the landscape.

There is also concern that the development would lead to an increase in noise, pressure on on-street parking and loss of trees in the landscaped gardens of the existing building.

A previous application to replace the bungalow with eight two-bedroom apartments was withdrawn in March last year after the committee had already agreed to give permission. A revised scheme was submitted this year.

The applicants were unhappy at being asked to contribute more than £14,000 at that time towards open space and recreation.

The revised scheme also involves providing Juliette balconies for the apartments rather than full balconies as originally proposed. The entrance to one of the blocks has been changed from the front to the rear of the site.

Strategic director Richard King will report that the amendments would not result in any additional impact on neighbours’ amenities or highway safety and will result in more efficient use of the available space. He said the reduced contribution was based on latest guidance.
